The Lesotho Revenue Authority (LRA)’s strategy is intended to build a service culture through collaborative leadership. This, LRA Commissioner General, Thabo Khasipe stated when presenting progress report on LRA Strategy (2018/23). He noted that to achieve their goal, they are to introduce Compliance Model through which they will classify their clients into categories in order to be able to respond accordingly to their needs. He said the model would allow LRA to use interventions that are determined by client's behaviour. He indicated that the authority adopted a tested and tried approach for effective execution, which includes four disciplines which are focusing on Wildly Important Goal (WIG), acting on the Lead Measures, keeping a compelling scoreboard as well as creating a cadence of accountability. Khasipe highlighted that WIG is to increase client satisfaction rating of excellence from 10 percent to 60 percent by March, 31, 2020. He added that their main objective is to provide good quality services to their clients. He further pointed out that to ensure the success of this strategy, they will among other things, reduce Income Tax refund turnaround time from 105 days to 60 days by March 31, as well as VAT Refund turn-around time from 30 days to 15 days by June 30. At this event LRA signed Memorandum of Understanding (MOU) with Lesotho Institute of Accountants (LIA), and following this, Khasipe said through the collaboration, they will be able to reach their goals. He stated that through this partnership, they will be able to easily interact with LIA members, put the needs of their clients first and as a result benefit the masses. At the same event, LIA Chief Executive Officer (CEO) Monyaola Mosoloane said through this partnership, they will be able to reach their goals of improving service culture and revenue collection. He added that to ensure success of this initiative, LIA will regulate accountants to ensure their professionalism. He further indicated that their areas of agreement include licensing tax agents, as well as educating clients on tax system to simplify filling system among others. The LRA strategy 2018/23 was on April 6 launched by the Deputy Prime Minister (DPM) and finance minister to, among others, address the declining performance of the revenue collector. Lena
