TSOINYANYANE Rapapa, the Government Spokesperson has refuted allegations that Government salary advance scheme is his personal project.

Following reports that some civil servants were encouraging others not to take the salary advance because the scheme belonged to him, Mr Rapapa told the media that the scheme had been there even before he became minister.

Mr Rapapa who is also the Minister of Communications, Science and Technology said the scheme was closed due to corruption issues, adding that former small business minister, Chief Thesele ’Maseribane had previously lobbied for its re-implementation.

“The salary advance scheme is ran by my ministry through the department of postal services thus it belongs to me as the minister in charge,” he said.

He has appealed to public servants “not to listen to such petty allegations”, adding, “Get the salary advance your own and family benefit” if they needed it.
Last month, the Government re-introduced the salary advance scheme to help employees, including the Principal Secretaries (PSs) with credit finance.

An employee can borrow a maximum of two months' salary at 10 percent interest plus 0.75 percent administration fee.

The net pay of the employee should be not less than 20 percent of the salary after deductions to qualify.

A workshop regarding the salary advance scheme has since been held for heads of human resources from various ministries and postal services, where applications would be accepted from the end of January.
The salary advance scheme commenced in 2001 but was put on hold for a few years prior to this development. LeNA
