NRA produces over 40 constitutional-based draft bills

THE National Reforms Authority (NRA) has to date produced 45 Constitutional-based Draft Bills, out of which 31 have been adopted, the body’s Chairperson, Chief Pelele Letsoela has said.

He said 14 are still being processed at committee level, which is the last stage before adoption by the NRA Plenary.
Chief Letsoela said the adopted Constitutional Bills include Setting Minimum and Maximum number of Ministers, Floor Crossing as well as Term of Office of The Prime Minister.
He said the pieces of Legislative Instruments related to Acts of Parliament and Policies have been made to-date, which include Human Rights Bill, Referendum Bill, Anti-Corruption Bill, Media Policy and Media Code of Conduct & Ethics.
The next step he said will be to collate the adopted bills by the end of August into an omnibus Bill for discussion and ultimate enactment into law/s by the Parliament.
He said it is the NRA’s firm belief that without peace, unity and reconciliation, all efforts of the reforms process will be fruitless, hence, the NRA will do all in its power to ensure that the appropriate and suitable national structure is in place before the end of its term, envisaged to be six months after September, 2021.
He said the SADC Facilitation Mission’s role continues to be critical, as the implementation process is only beginning to have tangible results.

He noted that bills are just the beginning, if anything, they serve to mark a meaningful step towards the most difficult part of the reforms process, which is discussions and debates on how best to reach the desirable outcome.
Chief Letsoela further showed that successful completion of the process will not only benefit Lesotho, but will serve as a blueprint for SADC countries and the whole of Africa, even beyond.
The NRA is mandated by the Act to manage, coordinate and lead the Reforms process in the implementation of the resolutions and decisions of Multi Stakeholder National Dialogue Plenary II for the promotion of Stakeholder Consensus and National Stability, Unity and Reconciliation.
Under this Act, the Authority shall be independent in the performance of its functions under Act and shall not be subject to the direction and control of any person or Authority. LeNA
