Jeff Radebe, leader of special envoy from South Africa (SA)which has been in Lesotho since yesterday says the office of the Attorney General (AG) is expected to oversee speedy completion of the 9th Amendment to the Constitution Bill 2019. This he said during a media briefing held in Maseru following various meetings with different sectors from yesterday.

He stated that now that the Bill has been approved, it is on its way to the AG, adding that they have been informed by the AG that the Bill is being cleared after which it will be submitted to the AG who will then submit it to the King so that he assent to it (Bill).

Mr. Radebe indicated that they are satisfied that if the Bill receives royal assent, it (Bill) will pave way and the Prime Minister will be in a position to clear his indication to leave office.

He pointed out that following meetings with the various sectors which include security chiefs, Director of Public Prosecution (DPP) and members of the Executive Committee of All Basotho Convention (ABC), to mention a few, it is expected that the PM will make a statement later today.

Mr. Radebe emphasised that they are satisfied that security chiefs are united in executing their duties. He expressed hope that Basotho will work together in the transition of power as well as in the fight against Corona virus pandemic.

The SA special envoy arrived in Lesotho on Friday morning and met with the King at Matsieng before the lengthy meetings with the various sectors. Today they met with the PM before addressing the media and heading back to SA.

The 9th Amendment to the Constitution Bill 2019 proposes to make Parliament play a more meaningful role in the dissolution of Parliament especially in circumstances where the PM wishes to advise the King to dissolve Parliament or where a vote of no confidence is passed in the Government of Lesotho.

It further proposes that the PM should not advise the King to dissolve Parliament unless he obtains majority support of the members of the National Assembly as currently he has two options where a vote of no confidence is passed upon his government in that he may either resign from his office within three days after the passage of the vote of no confidence or may advise the King to dissolve parliament.

The Bill proposes to give the PM one option only, which is, he has to resign from his office as Prime Minister.

The Bill also provides for a mechanism for the appointment of a new PM where the PM dies while in office or resigns from his office depending on the period left before the next general elections.
