Botswana and Lesotho elevate bilateral relations with inaugural Bi-National Commission in Gaborone

Botswana and Lesotho have officially elevated their longstanding cooperation framework to a fully-fledged Bi-National Commission (BNC), marking a historic milestone in diplomatic relations between the two neighbouring nations during the inaugural session held this week in Gaborone.

The Ministerial Session of the inaugural Botswana-Lesotho BNC convened at the Gaborone International Convention Centre (GICC) on June 16, 2026, co-chaired by Minister of International Relations Dr. Phenyo Butale and his Lesotho counterpart, Honourable Limpho Tau, Minister of Foreign Affairs.

The upgrade from the Joint Commission on Technical and Economic Cooperation (JCTEC) follows the signing of the agreement establishing the BNC in Maseru on July 15, 2025, witnessed by Prime Minister Ntsokoane Matekane and President Duma Boko. Both Prime Minister Samuel Matekane and President Boko launched and presided over the inaugural BNC on June 17-18, 2026.

“The meeting reaffirmed both countries’ commitment to economic and technical cooperation,” said Permanent Secretary Thuso Ramodimoosi in the Ministry of International Relations at the inaugural session on June 15.

The commission’s wide-ranging agenda spans critical areas of mutual interest, including the Lesotho-Botswana Water Transfer Project, trade and agricultural cooperation, education and skills development, and security. Ministers acknowledged the growing commercial ties between the two countries and reaffirmed their commitment to translating dialogue into concrete outcomes.

Seven legal instruments of cooperation have been finalized and cleared for signing during the BNC session, strengthening bilateral ties. The BNC agreement establishes a framework for relations and sets out modalities and institutional mechanisms guiding the strategic partnership.

Particular emphasis was placed on expanding opportunities for young people through digital innovation, entrepreneurship, vocational training, and technology-driven enterprise. The potential of tourism as a catalyst for economic stimulation was also recognized as a key avenue for collaboration.

Day Two of the Senior Officials Meeting focused on intensive deliberations by sectoral breakaway groups, which reviewed areas of cooperation and developed agreements aimed at strengthening bilateral relations. Committees consolidated discussions and submitted reports for consideration by the plenary session, where senior officials reviewed and adopted draft agreed minutes and a joint communiqué.

Dr. Butale underscored the commission’s strategic importance as a mechanism to advance economic resilience, youth empowerment, and regional integration for the collective benefit of Batswana and Basotho. Both ministers expressed confidence that the inaugural session laid essential groundwork for a sustained, results-driven partnership poised to unlock the full potential of both nations for generations.

The agreement will strengthen bonds of cooperation in geo-politics, trade, tourism, and water supply, with both countries pledging to hold the BNC annually for the benefit of their people. The outcomes are expected to further enhance cooperation across multiple sectors and contribute to implementing programmes benefiting the people of both countries.
